The Brazilian energy sector, in general, has the purpose of matching the proper services provided to consumers with the lowest cost possible, preserving the environment. For that purpose, it is required to operate thermal power plants in an optimized way, minimizing the emission of polluting gases to the atmosphere.

Accordingly, one of the Technical Operation Committee’s (GTON/CTO) major activities is the follow up and control of the thermal plants of the Isolated Systems, which is carried out by periodic technical inspections in thermal plants, with the purpose of checking technical-operating and environmental aspects of the same. GTON/CTO is responsible for following up fuel inventory of thermoelectric plants, carried out means of analysis of information provided on a monthly basis by the concessionaires, and physical measurements of the inventory carried out during technical inspections. Hydraulic generation information of small hydroelectric plants and hydroelectric plants of Isolated Systems are also object of follow up and analysis by GTON/CTO.

In view of the different methodologies related to the use of fossil fuels for generation of electric power in companies of Isolated Systems, it was created during the 29th Meeting of GTON, a task force consisting of technicians from Eletrobrás (coordination), Petrobras, Eletronorte, Ceron, Manaus Energia, Ceam, Eletroacre, Guascor-PIE to elaborate a manual that could become a standard to all companies. Thus, the "Manual of Receipt, Storage, Handling and Quality Assurance of Oil By-products in Thermal Plants" was created, consisting of a fundamental tool for operation in thermal plants with fuels derived from oil, and for prevention of personal and environmental accidents. In addition to the Manual, Technical Instructions were created, which consisted of a set of documents with the purpose of describing the practical aspect of the procedures included in the manual in order to facilitate the work of employees who directly handle fuels in plants.

During the first training of the said Manual carried out in the city of Manaus in November 2003 with the participation of representatives of companies and small hydroelectric plants of Isolated Systems, it was defined that the Manual would be implemented as from January 1, 2004 and that specific training would be carried out for each company. From that date on, 6 (six) training courses were given, being 4 (four) in 2004, 1 (one) in 2005 and 1 (one) in 2006:

  • Ceam and Manaus Energia-AM: March/2004;
  • Eletroacre and Guascor-AC: June/2004;
  • Celpa and Guascor-PA: August /2004.;
  • Ceron and Guascor-RO: October/2004;
  • CEA-AP: November/2005;
  • Cemat-MT: May/2006;
